Finding an elbow cuff is harder than it should be and the way the product description is written (Broken English) it's difficult to know what you are really getting for your money. It does come with the elbow cuff which has two adjustable (which are also elastic) Velcro closures so it will fit a kids arm or a football players. The cuff has the quick connect for the tube so it makes it easy to operate with one hand. The tube is about 3 feet long. The cooler holds enough water and ice to do the swap in the cuff a dozen times or so. Depending on where you look you will see 1.1 liters, 135oz, 1 1/2 Gallons, etc. It is the standard Coleman cooler sold by Aircast. My only complaint would be with the cooler's air valve. It is very difficult to screw the little cap on while you are holding the jug 15" above your arm that has the cuff on it with ONE hand. If you raise both arms or bring the cooler down to do so the water flows from the cuff right back into the cooler.
